SEO Strategy for "reversible" keywords

I have a couple of keywords that are "reversible" (i.e. 'vitamin burp' & 'burp vitamin') that I'd like to go after. I was lucky enough to snag both domains.

Since both keywords center around the same topic, should I build a site on one domain and have the other domain do a 301 redirect or build two entirely separate sites with separate content?

For SEO, would it be better to link build both keywords to point to one domain or have each keyword point to their respective domains?

(For example, should 'vitamin burp' & 'burp vitamin' both point to vitaminburp.com or should 'vitamin burp' point to vitaminburp.com and 'burp vitamin' point to burpvitamin.com?)

    I would just switch up the anchor text vitamin burp and burp vitamin when backlinking and I would also mix up the keyword in my article. burp vitamin and vitamin burp. I would also do some LSI searches for that keyword and write a really good 800 word article with all of that sprinkled in.
