No Squeeze Pages for Bing Ads?

Has Bing all of a sudden adopted Google's ppc rules where you can only have full websites full of content to send pay-per-click ads to? We've been running ads just fine for a few months on bing and all of a sudden got a notice that we don't meet their guidelines, apparently, that we're not giving all the information on the page of the site up front before asking for the opt-in. Is this new? And, can anyone confirm that no one is able to run ppc ads on bing to squeeze pages anymore?
