Don't use unauthorized computer programs to submit pages, check rankings, etc.

I'm currently reading google's Webmaster Guidelines.

In there they say:

"Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service. Google does not recommend the use of products such as WebPosition Goldâ„¢ that send automatic or programmatic queries to Google."

They say not to use them, but I just don't see how they can penalize us for using software like Market samurai, webposition gold and the likes. I mean all I'd have to do to dethrone a competitor is run such a software on his site all day long, so it wouldn't make sense.

Has anyone experienced problems using such software.

    That part is the key. It also kills the myth that they themselves use something
    like it to keep track of every website and its owner. The problem is that
    it could clog the pipeline. None of the services that give out website owner
    information want such nonsense either. Should have brought this up in
    another thread.

    I've had my IP temporarily blocked in the past for checking certain parameters like allintitle for various keywords, and I was doing that manually. I've also had my IP blocked using Scrapebox to check whether certain backlinks were indexed (wasn't using a proxy at the time).

    The "penalty" is just a temporary blocking of your IP!

    It actually makes sense as to why Google frown upon this practice because beside the resources that are consumed, the statistics data will also be compromised.

    Imagine if you search for any specific keyword 10x/day for an entire month. The result will be that the search volume for that keyword will be over-inflated because of those searches. And this is mainly the reason why the KWT cannot be relied upon.
