Adsense customization question

Hi all, not sure how much of a noob question this is but here goes.
I was looking for information on customizing adsense and i came across this page talking about premium adsense accounts.
The Privilege of Being an Adsense Premium Publisher
Here's the thing, I love the way this guys adsense looks. Specifically the setup of 1-2 ads going across like he has.
What I'm trying to understand is where this guy is only able to do this b/c he's a premium adsense publisher or am I just completely missing something? B/c i cannot find any such option in adsense...
