Got a mortgage broker client for website - outsourcing SEO question

I picked up a client who's a mortgage broker. They currently have a pretty bad website and I'm going to be re-designing it.

I want to offer two things along with the re-design and I would love your suggestions.

1. I want to determine which keywords to target. I've used products like Micro-Niche finder and Market Samari but I'm just not good at figuring keywords out. Plus this guy wants the sight up and running ASAP so I won't have time to mess around with that. So can anyone suggest a fellow warrior that I find me the best keywords?

2. I want to offer a monthly SEO service as well which would be outsourced. And this might sound like a stupid question, but for those of you who offer SEO, what does that mean? Does that mean that each month you'll be adding more backlinks and writing articles to article directories? I want to add it to my proposal and I'd like to explain what it means to my client. Plus, what's the usual cost for outsourcing SEO and what's the usual charge to a client? And of course, any suggestions for a fellow warrior that I can outsource it to?

    One keyword finding cheat is to examine the keyword meta tags near the top of the source code of other mortgage broker sites, though they are likely to be written by a less seo savvy webmaster that doesn't realize meta keywords are pretty much ignored these days. A more effective way to discover the competitors effective keywords is one of the paid services that monitors their ppc activities, like spyfu.com, keywordspy.com, semRush.com.

    Seo services mainly provide backlinks, though creditably full service agencies will also help with on site optimization. Take care comment spam and social bookmark backlinks generated by automated tools are of limited value and should be priced acordingly. Premium paid links from high pr sites can still be found being used by major sites.

    If you can get your client to identify the value prospect, you may be able to budget effective paid PPC, Banner, etc advertising or an affiliate program. The branding value of a few million banner impressions might be worth mentioning.

    Well I always use Google Adwords tools to look for keywords.
    Mortgage related keywords can be ultra competitive. But I can review the site for your for free and give you some hints.
