What software / API service to use to manage Facebook Ads?

Apparently, what we want is Facebook Ad Manager, but the owners of that software received a Cease and Desist from Facebook, so we cannot buy it anymore.

There are Facebook approved vendors, but I found that they are super expensive: Ads API Tools Vendors - Facebook Developers

So, it seems to be difficult for a software developer to get approved by Facebook for bulk uploading.

How about this instead:
Sofware used to save our FB ads, and photo used in the ad, and it would automatically create all the permutations we want to test. So for example, we might test 2 photos, and 2 different text variations, so the software would generate 4 permutations for us.

We would still have to manually upload them.

But the software should track all of the settings in FB that we use for each ad (demographics, URL where the ad links to, Interests if we used those, etc.).

Its not an ideal solution because we cannot bulk upload our ads, but it would also not run afoul of Facebooks TOS.

It would simply be stand alone tracking software, and split testing software. It might be possible to just program it in excell (either way, these are beyond my abilities).

Anyone know of anything like this?
