Depends on a couple of things:

Is he buying for traffic? If so then it will depend on what kind of traffic you have
Is he buying for SERP increase/PR? If so then it generally just depends on the PR of your page but if this is his purpose let me know and tell me your site and I can give you a ballpark.

Depends on traffic etc.. If your monetizing from your site, and their traffic is good, I usually place an agreement for a reciprocal.

    $0 For Reciprocal Exchange
    $X For Non-Reciprocal

For Non-Reciprocal, it would probably depend on Page Rank And Traffic.

The price of the link on your website depends upon the worth of your website. Hight the PR and traffic, the higher the rate of a link you can charge. It adds more in it when your web contents are similar to the linked page.

Nobody seems to want to give a figure.

I make more off selling links than anything else.

The going rate seems to be $30-35 a month. Things are
getting tough. I've even been doing $100 a year lately.

Thing is, people are now asking for specific contextual placements.
Something I always did anyway. I assume because of the panda
update. They don't want it to appear as a paid link. I never did
      any sponsored section anyway.

The thing about selling links is, never leave money on the table.

I've sold them for as little as $10, and as high as $650.

It costs me nothing extra to place a link.
