How Would You Promote an Online Business Directory

This is a little different than my usual websites.
There is a business directory for specific cities that has spots for accountants, plummers, doctors etc.
Would you promote at the city level (we have different cities like Orlando, Atlanta etc) or would you promote at position level (accountants Atlanta, plummers Atlanta).
If I promote at city level (Keywords would be "[city] business directory") - that should be pretty easy. But who really looks up business directories? People would be looking up (in my view) "Accountants Atlanta" or something like that.
Just wondering how you guys would promote a business directory...
