1st Tier Links - What sites to use?

When building a link structure where you have 1st tier links leading to your money site, and then 2nd tier links leading to your 1st tier links, etc., are there certain sites that are better for those 1st tier links.

For example, should you try to use high PR sites like Ezinearticles or Squidoo, etc? Or should you use open blog sites (wordpress, blogger, lesser known sites)?

Obviously if someone is able to axe those pages, then it's bad news. So is there a general consensus about what's best to use for those 1st Tier links?

    Teir 1 links can be web 2.0's as in hubpages, squidoo, they can be high PR article directories like goarticles, ezine, and they can also be blogger websites like wordpress, blogspot, blogger, etc.

    1st tier should be as high quality sites as possible.

    I see a very steep decrease in the value Google gives to some of the web 2.0 sites, so I believe that the stricker the sites moderation the higher their backlink value is.

    For that example, wordpress and blogger have a good moderation system so posting there will give more value then GoArticles that has almost no moderation...

    But... if you think about it, you'll notice that TONS of SEOers are using the same places to generate links, hmmm... I guess that if you noticed that, Google probably also noticed that. So, the trick is to find those places not visited by the whole world and its wife...

    Tier 1 links must be top quality and highly targeted. Squidoo, hubpages, top article directories are still good, guest posts, etc are the best tier one links.

    Make sure you also create more tiers
