Does anyone know what could be causing this error.

Im trying to access Vmoptions but it displays in I.E;

This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage.

and Chrome displays;

403 Permission Denied

It only does this every other day though, sometimes the site works.
