People using Adwords PPC with a redirect to an affiliate

I was checking out the competition for a niche and 3 of the 5 adwords ads on the first page went to the shown URL for 3 seconds and then redirected to an affiliate site. Isn't that against Google Adword policy?

    Redirects and affiliates are not against TOS.
    I'd have to see it to get a better picture.

    But a little known trick that I think still works is that
    you can put your domain as the destination url, and
    redirect to any page on the domain.

    That is, domain.com could show, and the click would
    take someone to domain.com/getmoreinformation.php

    So saying the destination "url" must match is not 100%
    correct.

    Google may have changed this policy, but they know that
    destination urls shown must be quite short and that's
    not practical in all cases.

    As far as having a different domain entirely show up as the
    final landing page after clicking, that should be against TOS.

    Adwords users looking for a future ban can, of course, do
    anything they want to the url after getting an ad approved.

    I'm sure many do.

    I'm trying to think of a case where a different domain than
    in the display could be allowed. Can't think of one at the
    moment.

    Thats why most affiliate marketers are getting success even with out a website.You can try it but it is hit or miss.

      At some point they will be caught and banned, it's against TOS.

      People use all kinds of sneaky things to get around Adwords policy, some last months before getting caught and others hours.
