Low AdWords Max Bid to Bleed Competition?

I'm pretty new to AdWords and trying to figure out why the following won't work (I'm assuming it won't otherwise everyone would do it):
Let's say I'm trying to bid on keywords that aren't super popular. Given that, there are likely only a few competitors. If the top competitors, position-wise, set a maximum daily amount for their campaigns, then they probably run out of money before the day is over and their campaigns are paused.
If I set a very low max CPC bid, won't my ad jump to the top at the point in the day when they've hit their budgets? So, even though I've bet less than them, I'll save money but still eventually reach top position just by waiting?
I would appreciate if someone could explain this to me.
