I can't find anything saying it isn't, but wanted some advice... Can I place an image banner directly over text-ad unit or is that against TOS?

    Publishers may not attempt to associate specific images with the individual ads appearing on their sites. Such an implementation may confuse users who assume that the image is directly related to the advertiser's offerings and therefore is a violation of our program policies.

      By image banner I mean google ad image banner... two ad units one set to text only the other set to image only.

      I know you can't line up images (non ads) with text ads

        Hi GaltMotors,

        There is no reason that you can't put two ad units together, it is a common layout choice. Naturally there are other considerations, like when you ads might be confused with site navigation links.

    It is not allowed for that way. You cannot place an image banner directly over text ad unit.

      I have no idea what you people are reading.

      It is common to put a 728x90 ad block directly above or below the header
      image. Quite a dang good practice for many sites.

      There's a huge difference between that and placing images so as to trick
      the visitor into thinking the links are content, which is the TOS Dburk refers to.

      You could even put two ad blocks, one on top, one text, one image.

      The OP's question is not well defined. If it's just a mundane image over
      ad block discussion, not much in the way of any violation.
