AdSense In an Iframe? Clickbomb? Scam?

In an AdSense newsletter that I'm sure many of you received:

Hidden iframed ads is one form of misuse. The other is cross-domain iframing abuse. Cross-domain iframes are used to frame content from a different site. This type of implementation can allow other sites to frame ads that belong to another site without the publisher's knowledge.
Am I reading this right? People have been doing this so they can click bomb another site after the website has managed to block their IP?

It is a big enough problem that Google changed their ToS so they would have a reason to send out an alert letting the guilty know they are on to this trick?

Then again, I don't get it. If someone wanted to do this to someone else, what action will Google take? If they put the iframe on a site not associated with AdSense, then what will AdSense do about it? They can ban the bad guy site as he has no AdSense account.

Or are there services out there that promise to increase AdSense clicks by putting someone else's ads on their own sites with high traffic?

I'm just interested in what the heck is going on here.

    Sounds like bad news, you know Google would shut down an unknowing Adsense publisher without asking any questions If some Ahole was Iframing their Adsense code.

    All I can say is good luck with that one.

      AFAIK you can authorize only certain websites to display your ads through your publisher code. Might be able to counter this abuse.
