Lets say I find a keyword that has a decent amount of traffic that I want to make a page for. The page that currently ranks first for that search term has been around for about a year, has less than 10 pages linking in, and has about 3 pages of content. If I get more high quality pages linking in, and do well with my on site SEO, how long do you think it would take to pass this competitor with a domain I just purchased?

It will take around 5-6 months if you higher a great seo expert but depending on your level it can take a couple of months

      What is that based on?

You haven't given enough information to determine any amount of time.

It all depends on what niche you are in, what level of backlinks they are, etc.

In a typical scenario it shouldn't take more than a month to at least get you on the map, and then maybe a couple more to get you to number 1.

Of course, depending on the strength of the site it could vary.

    Hello,
Google has it's own criteria to rank a page.It will take time like 15 days and some times it takes more then that something around a month. So you have to keep your content in all sources as much unique as possible so that if you are still on the higher side,it will help you to maintain that rank.

From my experience, you can rank among the first 10 in a few days, and among the first 5 in a few weeks.
To be the 1st, I don't know, but probably a few months at least.
