Manipulating Meta Tags?

Hey,
Im no designer obviously. I can use wordpress only. Question is this...
When working on a "regular website", Or i guess i mean a non wordpress site, Is there something like the "All in one SEO Pack" for wordpress to use on the non wordpress site? I mean I need to use more customer oriented words instead of SEO friendly keywords for the "title tag" and "h1" tag for actual "on page" words. Maybe some HTML coding ?

    For a non-WordPress site you'll either need to use something like Site Build It, which has a template that enables you to add the Title, Description and Keywords, or simply add the META tags manually.
