When will do the keyword research?

I have one site which does not have any content except home page. Site has many pages. Shall I do the keyword research now or suggest the client that first add content then I will do the keyword research.
Which keyword I select means having the keywords with more than 1000 search volume or less will be fine?

    Keyword research should be done before writing the content. First, do yuor kw research, then layout your site structure. In terms of total global searches, this depends how many resources you have available (time, money, staff...)

    If yuo dont have many resources, go for less competitive kws (typically lower search count), otherwise you can choose higher traffic kws with more competition.
