Does article marketing work for geo-targeted sites?

I'm responsible for increasing organic traffic as well as Google Places ranking for a local insurance agency. The majority of my article marketing questions have been answered through existing threads. My one burning question is: will it work for geo-targeted SEO? Specifically, city and county based SEO.

    I say yes - I recently ranked a site no#1 in UK Google even though it is on a .net and I MOSTLY did it with article syndication (AMR). Article directories are mostly not UK-based and I did not do any other real geo-specific backlinking. I figure it would work at the city level too. I am not sure exactly what geo-specific targetting Google does based on searcher location, but as far as your site goes, anchor text is anchor text, even if it is not linked from another local site. My feeling. Maybe some Local gurus have a different view.
