Is it possible to rank for a keyword or keyword phrase by using the keyword as anchor text for backlinks but not having the keyword on the actual website? Hope that made sense.

Yes it's entirely possible. It's a lot easier if the keyword shows up on page, but anchor text can get a page to rank on its own. I use this a lot for certain companies I have as clients who want to rank for townships and their service. Often they won't have the townships on their page, but a few anchor texted links get it to show up.

Another example of this is Adobe. If you Google "click here." Adobe shows up first, because a lot of the links it has around the web use that as anchor text. While it may be on there page, it's hardly relevant to their content. Anchor texts are quite powerful.

Generally it's possible, but if the keyword shows up on your website it makes the whole thing a lot easier.

Its possible for sure but I wouldn't do it.

The O in SEO stands for optimization.

That means the most optimized site wins in the ranking game.

If you dont include the word you are ranking for you are taking several steps backwards and give a big edge to your competitors.

While it is essentially possible to do what you want to do its not advisable. The more competitive your key-term the harder this will get for sure.
