Best PPV Site ?

I'm ready to get into Pay Per Veiw, but I don't have the cash to deposit $500 or more into a Traffic Vance account. I do however need a source that the Experts would use and trust. I have tried DirectCPV and didn't have a whole lot of luck yet. Can you suggest the best PPV Network and how much they want to get started?

      An example of a campaign I tried running on DirectCPV today is a Free $1000 Walmart Gift Card. Using URL targeting I am direct linking, and targeting with URLs such as: http://www.retailmenot.com/view/walmart.com And then I'm also hitting the other top 100 sites exactly like this one (I'm using the nifty program Laser URL to get lists of URLs.) So far today though, I haven't received any impressions.

      Does anyone have any suggestions of different URL targets I might try for this type of email submit? I tried walmart.com and got 100's of cheap hits without any conversions, could this be corrected with a landing page? How do you make a Walmart landing page any better than the direct link?
