I'm doing SEO for some website in the recreational drugs niche, just wondering what sources of backlinks I can use.

At the moment, I am thinking social bookmarking and forum marketing, any other suggestions?

Niche related forums and blogs will work...Lots of stoner sites out there...There are tons of sites related to your niche...Look to holland!

You'll need to find relevant blogs and forums. You might be able to buy links from a few people here and there.

  Well I can't promote the keywords on article directories or BMR. Those are my main SEO link sources.

You might be able to creatively write your articles so they dont promote the use of drugs but maybe warn of dangers and such and still link you keywords and get into article sites.

It might not bring in direct traffic but SEO effect should be the same.
