I call that Google road block, it has happened to me a lot of times. At these point, no matter how many backlinks you build, how many articles you add to the site or how many time, you tweak you onpage optimization, your rankings will no longer move forward. I normally try buying high PR links this time but noticed they didn't solve it so I started tweaking and I found a very helpful solution which I now use every time.

    Ning + Youtube

As simple as that, I make a unique video, add it to youtube and link back to my site then copy the embed code of the video and place on my site then use it and link back to the youtube video then I go to Ning and find quality social networks powered by the ning platform, join in... Add my site using the anchor text as the keyword in my about me section on the profile then use the RSS puller which is always available on every ning powered social network and pull in my the RSS feeds of my site then wait a couple of days and the problem is solved and usually, at this point... It will take you straight to #1 position but the results may vary according to your competiton but it sure works.

Start varying the types of links. Forum profile links aren't exactly strong and if you are doing low PR blog comments then you are probably wasting your time, especially if they are no-follow. Try to get some social bookmarks and web 2.0 properties. You might also want to get some homepage backlinks from a paid service.

Try yahoo answers. It may not necessarily help you with ranking but certainly traffic as yahoo answers rank pretty well.

One other thing that I have found is to make use of Press releases, I use PRlog and a couple of others and put out occasional press releases when I have news item of note. Usually within a day they come in as a new high ranking entry. Article writing will also help boost results.

I have been working on my marketing consistently for the past three years and now the results are coming home to roost. It a long hard journey, there are no shorcuts. It is in fact no different to real life, How long do you need to study to get a college degree before you can get a job and start earning money.

      1) Make video and upload it to youtube?
      2) Add embded code to my website?
      3) Link-back to my youtube.com/video?
      4) Go to ning sites, register, anchor text, and add RSS feeds?

If this is all correct, then I don't understand the point of adding unique video to youtube and then add it to my site and then linkbank to my video on youtube? How does it help, explain me someone.
      Thanks in advance.
I think what the video has to do with it is google owns youtube, so naturally if you have a youtube video with a link back to your site in the description, and either that video or another one on your site, the google algorithm will take this into consideration and value your site more.

Whenever I build a new site I always.. always turn 4-5 articles into slideshows and post them up to youtube with a link back to that article. This is a quick, easy and great way to impress the SEs Plus, if you're extremely lazy you can usually hire ppl on fiverr to do this for you.
