It depends what you think is too small. Personally I never use content that is has less than 350-400 words.

I really don't think you can be penalised for this. However, content is king, and if you don't provide enough content for Google to know what your page is attempting to rank for then you will have difficulty ranking well within the search results.

Probably not... I have seen many websites in micro-blogging format.

It completely depends on the requirement of your website's content.

But make, if its short, it should be enough informative.

You mean to say font size. If font size is too small that affects user to read and user avoid your site. It may result in decrease the traffic. So, always use the proper text size which able to user to read.

I was thinking you must mean small fonts in which case oyu probably can get penalised because if your text is very small it provides a bad user experience and is not very accessible.

If the font size is too small to read, it is treated as a black hat trick and punishable by Google. If the font size is enough to read then no problem.

That's your problem. You don't want a long and informative main page.
Instead of tiny text that nobody can read, split it into multiple pages.
It's better for visitors and SEO.

There is no reason to make a page like that unless it's a squidoo lens or
      similar.

I'm getting confused with the question. Is it your font size or the content of your site? If the font size. I wonder that too. If the content, I think no. It doesn't matter how much text you want to put on your site.

I have no idea how SEs going to deal with small font, but if I were your user I would immediately hop away from the page...
Why would I strain my eyes for your content when I can find the information on many other competing websites?

I don't think that you are going to penalized with the too small contents. You are going to penalized with the duplicate contents. So always write quality, original and topic related contents.

having super tiny text of keywords is an old black hat method that Google can probably spot and could punish.

You can read the webmaster guidelines about that and reassess your site's content.

Webmaster guidelines state that you shouldn't be deceptive and small fonts fall under that category imo.
