I dont think so, link building is something natural... I do not see why they would punish you for it.

Invalid inactivity? Maybe you mean invalid activity.

Adsense has nothing to do with where a site ranks in SERPS, so
        why would anyone wait?

There's a big difference between PTC and PPC. PPC is well within
the rules. Google's empire is based on PPC.

I would never turn over adsense site backlink building to the knuckleheads
        on fiverr. Dumb and Dumbererr.

I haven't heard about it yet but I wouldn't put it past them. I'm sure somewhere in the long TOS they could provide an example that would allow them to close your acocunt and not pay.

Basically if they want to, they'll find a way. That's why you need to diversify your income methods.

I think google adsense mainly focus on the quality of your traffic, whether there is fake clicks. whether you could bring conversion to the adsense advertiser.

Yes it is. You can't buy traffic.

Facebook ppc ads is not buying of traffic, you are advertising. If ur advert is not hot or attractive, you will not get clicks, on the other hand if u buy traffic - specific amount of visitors would come to ur site..In the adsense tos, they said that one can do advert so far the the visitors get what the advert promises.

ok let me rephrase, your traffic should not be 100% paid when trying to earn from Adsense.

Well, it depends upon Google. But I think as long as it is done naturally then there is no worry about it.

I don't think that can disable your account for just building back-links to your site. Link building is something that Google itself recommends and link building is so important that's exactly what Google uses to rank website. Your account can be disabled if you don't follow the ad-sense guidelines.

    This doesn't make sense.

What if you had a competitor ranked ahead of you and you got them backlinks?

building backlinks is alright..but if you have a site with adsense all over it and you buy traffic from unknown source and paid people to click on it then you will get ban for sure...

So you bought a bunch of facebook traffic from nigeria for $.01/click, sent them to a site that's likely targeting a different market...

Google sees a ton of overseas traffic, they're advertisers complain it's not converting, etc...

      See where this is going?

You might as well just post an ad on amazon turk saying click my ads for a nickle.
