Strategy?

I am just wondering if this strategy is still effective as of today ?

On-page SEO:

Meta-Tag: Main Key phrase should be place on the meta tags below with relevance to the url

Title: consistent and relevant
Meta Description: must be no longer than 200 letters (Robot Friendly by most engines)
Meta Keywords: must be no longer than 200 letters (Robot Friendly by most engines)
Keywords to descending order: starting to the most top 3
Meta Author: not necessary, helpful for searching names/authors on search engines
Meta Robots: Mostly overlooked since all pages that has no robot restrictions are crawled by search engines

HTML-Tag: Seo Tag Related for Search Engines Ranking System

Most Search engine ranks website through the use of these html tags (Place your main key phrase on these tags but be sure that it is still readable -Content is Greater above anything else)

<.1> Main Header - place main key phrase here and have other keywords on sub headings (H2 - H6)
<b> Bold Tag
<i> Italic Tag
<img alt=""> Alternate Tag - Make it descriptive but have Target key phrase appear here
<p> Pharagraph - Google has been using rational surfer model on valuing links so its best to have your key phrase inside this pharagraphs with the anchor text <a> wrapping your key phrase. - Don't overuse it though, 3 per page should be enough.
