Quality Doorway Sites?

Years ago we dominated Google with top 3 rankings on all our keywords using doorway sites. This was 6-9 years ago back when your average site had far fewer backlinks so if you controlled a bunch of doorway sites you could really boost your SERPs. As we all know things have changed.
Even though we took the sites down for fear of being penalized, I still have all these old domains. The domain names have the target keywords in them without hyphens and they are all .com's. They are all old domains (at least 6 years old). The domains by themselves are not worth much as they have no traffic since they've been inactive for so long.
I was thinking, why not just hire a cheap Indian firm to rebuild all the sites with what I would term 'semi-quality' content. I could give them an outline and they design the site, create the pages, etc. The content will be of good enough quality that visitors will not feel like they have been duped - there WILL be content of value there. Helpful articles. Product reviews. Etc. and it WILL be original content. Granted I'll probably have to correct some grammatical errors (based on previous experience.)
I'm wondering what people's opinions are about doing this. Is it a waste of time and money in today's "Panda Era?"
If not, what should the minimum target size of the site be, 10 decent size pages (including content, privacy, about us, etc.)
Would the sites have more impact if we just make them Wordpress sites?
