Hello, I was curious about how to get a website to be Pr 0 , and what are the most important factors to start seeing it getting better PR, sometimes I see websites with PR2 with like 100's backlinks on a domain that does'nt seem old , and I was wondering how I could achieve such a result which would be a good start already.

In fact I wanna learn SEO and I'll be doing tests very soon so I'm trying to figure as much as I can before investing time and effort so I want to know If I'm not missing anything, and I did a test on a blogger and I have arround 180 backlinks from various PR from 0 to 6 and dofollow and no follow and my blog is still n/a so I was wondering if it's because of blogger, me doing something wrong, or is it normal and just takes time.

Also Maybe it's because of low keyword density ? I thought that might be a factor..

And regarding Onpage SEO I will be doing that in details once I get a wordpress website.

But that's not the question my question is how to get a 0 1 or 2 PR which should be achievable I think.

Thanks for your help, much appreciated.

Google only updates the PR globally a few times a year. So at
the moment, you might be PR0 or higher. PR changes all the time,
and obviously the number gets rounded off. Age has nothing to
do with PR. Quality backlinks count a great deal. Quality is PR,
but also authority. I believe that a PR4 link from an authority, is
a lot better than a PR4 link from just a site that does not have
much authority. And contextual relevant link, higher up on a page,
also gets better juice. How all that ultimately figures into PR,
is something that is a secret. But since it seems to count more for SERP
position, it must boost PR as well.

I don't know if this is entirely true but during that time period where Google didn't update their page rank for over a year, I went from PR n/a to PR 0. I think that maybe the transition between PR n/a and PR 0 might just happen when you're ready, not when a PR update occurs.

Take this with a grain of salt since this is only from my experience not proven fact.

Speaking with backlinks, you can get quality links by diversifying your links building campaign. You just have to avoid getting links from crappy websites because according to Google webmaster guidelines, your site might get hurt in getting links from bad neighborhoods.

But don't focus too much on PR. It's just a small part of a big puzzle to get good ranking.

My every website acquire the 0 page rank after a week or a month. It is not a big deal and it also doesn't depend upon the updates I guess

it is very easy to make PR 0 in homepage, but in deep level URL it is difficult, just keep do good on page and off page.

The simplest way to get 3-4ish pr is to buy a single placement off directory. Just make sure the placement page itself would have a pr5, and there you go - you can get a relevant link, and then just forget about building these hundreds of spammy links, that might get you penalized otherwise - if you're not certain of what you are doing.
To get more pr and more relevance, you'll have to do a lot of job, and learn quite a bit. But if your goal is to get just about 3-4 pr-ish, then it is as simple as paying 20 bucks per year and finding a good directory with a high pr category subpage.
