Actually there are some confusions regarding this matter I'm going to clear all of these things.

1) We always search for high PR websites or Blogs, but rather focusing on that you should search for high PR webpages, although it is true that an article get more exposure if it is published on an high page rank site.

For example WF is a do follow 5 PR site, you can get relevant backlinks with your targeted anchor text if you focus on some particular topics under your niche. But most cases it will be a backlink from 0 PR webpages so if they (WF) do a favor and put your link in their main page then you would get a backlink from 5 PR site.

2) A backlink from 5 PR is better than [{(1x5)xS}xS}]xS 1 PR backlinks. Where S ~ 3 to 7 depending on various factors and no one can calculate it accurately except Google.

3) Relevancy of the webpage and anchor text. You can easily understand that. For example if your site is about game review and your anchor text is 'play football', it is worthless from 'link value' point of view, if you are focusing on the keyword game review, although it may be you have a flash game play section. It is just an example.

4) Google does not favor abnormal link building, if the referring IP is same for thousand of backlinks, you don't have to be an expert to understand that the links have been created by a single person most probably the owner of the site, so they never going to favor this (that does not mean that those links are worthless but they have less value).
