The two key ways of developing PR for inner pages of your site are as follows in my opinion:
    1. Source inbound links to inner pages of your site (deep linking)
    2. Interlink your site by linking from higher PR pages to lower ones.

The latter should be a best practice approach for providing visitors with a sensible and useful internal linking structure to offer them a valuable pathway through your site for related information to where they are coming from.

PR will develop over time if you follow the two steps (above) but I really wouldn't get hung up on the importance of PR as it really doesn't help with ranking within search engines. It is simply a rough indication of the value Google sees of the respective pages. The true value is where you rank for the keywords you are targeting.

To increase the PR of inner pages you must do the same work as you do with the home page. Inner directory submission, comments with the keywords linking to inner pages, etc. It will definitely helps you get the pr in inner pages.
