Does the Google Panda Team Troll the WF?

Whether it's a new backlinking service, a linkwheel strategy, a spinner tool, a nifty plugin that loads extra keywords (deemed duplicate) or whatever, an article directory that funnels it's content to auto blogs, etc...
I'm finding it harder and harder to want to use ANY product and service found in the WF designed to quickly get my site to the top of Google.
Anotherwords - is the mere technique of FAST an implication that there's a little 'low quality content & trickterism' going on? Will the Panda Troll team add the latest 'technique' to their next update?
I just completed a course where I'm supposed to "Syndicate my content" by spinning articles and submitting to some blog network (for $ per month.) Not only am I not keen on the expense - I'm also worried that this strategy (written April 2011) may already be a bad strategy as far as Panda is concerned.
So - Who has an opinion?
