Urgent question to fellow warriors offering SEO services - how much would you charge?

Hi guys,
I would be happy to have the opinion of anyone offering SEO services regarding the following issue:
I've been doing SEO/Backlinking for my own projects for quite a while now, with great success - got many page or even place 1 positions for nice keywords.
A friend of mine started a "directory portal" that would be ideal for keyword optimization. I can't give away the specific niche, but imagine a "car parts" portal that has around 50 main keywords (like doors, windows, mirrors, rims) and in each keyword category dealers can post their addess ("car door dealer New York, car door dealer LA" etc.).
This portal is NOT in the US but in another country, so my guess it will be pretty "easy" to rank for those main keywords, and even easier to rank for REAL niche keywords such as "car doors LA", "car doors NY" etc.
He has a marketing agency, but is not doing any online stuff, so he asked me to make an offer for this project.
I'm now a bit lost on how to charge for this.
What would YOU do? we're talking about 50-60 "main" keywords, that could be extened to hundreds of "area" keywords of course.
How would you charge? Fixed monthyl fee per keyword? Fixed overall fee? Success-based fee (reaching page 1 or something)?
I am aiming at a monthly consulting fee here. Thanks for your thoughts!
