There is no 'tool' to help local biz rank for keywords. If you are talking about organic SERP then you use the same link building methods as you would with any site.

I own a few website that target localize business , In my View a Must Have is :
    Google Webmaster Tools

    Google Analytic

    Google Keywords tool
    .
    -----------
From the data you get , use Google Search Engine to look for related keywords and then build your Backlinks base on that . in a Business website , not sure about what you are doing , but my website we target Many keywords every month . just to attract the traffic . in order to view our product and so on

Google webmaster tool help me to understanding what to improve and what to focus on .
at the recent Google Devfest i went to , it shown that people who understand their website more are able to adjust it to better profit from it .

    -------------------------------------------------------------------------------------------
Automation is only good if you know what you are doing . and most of the time . i see people using tool without knowing that it might bring more harm to their website . or had successfully drop their rank . the new Google Algorithm is a Cute Furry Panda that Bite . and what this Google Panda do is Slap you with Panda Point , When you get bad traffic on your site .

is no longer the backlinks alone that give you a better rank . more factor had been added .

Eg. Time on Site , which many Guru or pro would not even dare to touch on . cos is really is one huge Panda Paw slap from Google .

What basically it do is Base on the Time the user visit your Site and the bounce rate
( bounce rate is the % or user who visit only 1 Page on your Website and Leave )

    -------------------------------------------------------------------------------------
If you need help , feel free to let me know .
i am more then happy to give you some business advice .

    or talk on Skype

i edited the post a few time cos my English is really so bad pardon me on this .

Local terms are USUALLY easier to rank for. So I wouldn't worry about trying to go all out with a bunch of tools.

Quality usually beats quantity. Save the automated tools for your lower tier backlinks if you want to go that route. (Point them at higher quality sources that link TO you. Web 2.0's, articles, etc.)

I've been doing some mess'n around with Socialmonkee.com. It's a free automated backlink builder to some 2.0 sites. I've had it on a few wp sites that I'm not really doing anything with just to see. So far, no links have shown up anywhere. I know they were created and I suppose I could ping them.

I have helped a lot of local businesses with their web presence. There is a BIG difference between IM for a local business and a business that ships or provides services abroad.

If they dont sell anything online, the best thing that will get them customers in the door is the simplest.

      1. Get listed on google maps
      2. Encourage all existing customers to write a quick review on google maps.
      3. Start a facebook fan page
      4. Print "find us on facebook" on every piece of marketing material and advertising they use.
      5. Keep up at it(the hardest for many)

Most businesses with lots of reviews get the top of the list on google maps and will get them noticed. Facebook is a fantastic platform to keep in touch with the customer base.

I dont even recommend websites anymore, unless they have a real need for it.

I agree with Burtonridr2, they offer some really great suggestions. There are a lot of "IYP" Internet Yellow Page(s) sites so you should like in as many of those as possible. There are also ways to optimize those listings. You can also set up deals through Yelp, foursquare, Groupon, etc. Make sure on the sites that allow reviews you check the reviews regularly for reputation management purposes.

These are some great ideas, but if you want to use Groupon etc, to set these deals up takes a lot of hard work and many businesses lost their pants when using daily deal sites.

I imagine Yelp and 4Sqaure though would be a lot easier, less risk too.

The backlinks should ba a variation of 1-2 unique articles, blog/forum comments, directory backlinks (pagerank 3-6), press release

Just as important as your backlinks is your website design, your site needs to be loved by search engines so include kewords w/ all kinds of local information, see www electricianrichmondva dot com listed all the towns and postal code..type in electrician va...and see it show up on page 1. The site is about 1 year old

Off course don't forget about other SEO for your site design like...metatags etc
