Google Keyword Tools vs Semrush : What tools is right ?

I had checked 2 keyword on them and the results is make me some worries :

GKT : [exact keyword] 1300 / 1000( Local Search ) CPC 1.48
Semrush : Keyword AVG Vol. 170 / CPC 0.05$

Which tool are true ?

    From one point of view semrush information looks more accurate, but on the other hand source of semrush data is google keyword tool. Or gkt and semrush may use different google datacenters, and this causes the difference.

    It make me crazy on some keyword . EG : you choose one keyword at GKT with 1000 exact local search , but when you recheck it at Semrush , the number of searcher is small ( 170 Local Search )
