Is penny click ads still valid?

I am trying to find info on penny click ads with Adwords. Is this still possible or even valid anymore?
I know someone was still doing it successfully but they use image ads in the Google Display Network with thousands of keywords which can be generated in 20 minutes. His niche appears to be somewhat competitive. Does this sound right?
