Please help me to build a good advertising strategy for a tutorial index website

Hi everybody!
I`m new to advertising and making money online. I have a website: Photoshop tutorials and Flash, 3D`S MAX, PHP tutorilas - TutorialsWindow - it`s a tutorial indexing website with links to tutorials and some tutorials written on my site (sorry for my bad english)
My monthly income is around $30, and I have monthly 10.000 visits and 19.000 pageviews. I get most of my traffic from other tutorial submitting sites - I submit my written tutorials to other sites to get some traffic....
My goal for now would be to get more people to write (not submit) tutorials to me. I`we created a system where people can easily write and edit tutorials and people get a percentage from the adsense revenue what their tutorials generate. When somebody writes the first tutorial receives 10% share but after writing many good tutorials anybody can easily reach 100%.
I need some way to advertise this and I don`t know if a simple adsense or buysellads ad will be enough to explain to people the benefits of writing to me, because I want to explain that they will get some money each month from each tutorial and in time and with many tutorials they can get high amount of money. And there is also an "about the author" section where he can write a short biography with a link to a site.
Please help me to find the best ways to advertise my site, I`m a very beginner, this will be my first advertising strategy and I almost forget, I have $90 to spend.
