Would you provide a small free SEO service if you could then win bigger deals? Has freemium model worked in seo?

YES that is definitely a good idea.

To get a client especially when you don't have a massive reputation or experience, it would be a great thing to do is to offer a free services to let them know what you are capable of, and then score the big deal.

Just make sure not to do too much for free or get taken advantage of.

It does work but you need to be careful to make sure you do not get screwed

Choose minor tasks (eg basic website SEO check) that you will do for free.

Also use bartering where possible rather than freebies. They may be able to write an article, put a banner on their site, refer other potential clients to you, etc.
