SEO help for local business website needed

Hi,
I would need some SEO advice how to best deal with the following situation:
For example a Miami plumber has a website since several years with the domain www,plumber-johndoe.com. This has some decent ranking on Google page 3 for the keyword "miami plumber". PageRank 0 for all pages. No backlinks worth mentioning.
Now he managed to register the domain "miamiplumber.com".
What strategy would be best to achieve a page 1 ranking either for the new exact match domain or for the old established domain?
a) build an independent site for the EMD and run this in addition to the established site? If so should a backlinking campaign be directed mainly to the EMD or the old domain? Or both? Would you use one-way-links from the EMD to the old site or vice versa (I guess reciprocal links between these sites would not have any SEO benefit)?
b) use the EMD only as a redirect to the johndoe-website (would the EMD have any SEO benefit in this case)?
c) move the existing johndoe site entirely to the new domain and use redirects for each page from the old to the new urls?
d) any other
