When writing my SEO content/articles that are targeted to my keyword(s),

I see people using "Bold" or "Underline", does that really have an affect of increasing SEO?

Also, I see people putting in an anchor link in their article linking to another page from their website, does this help increase SEO as well?
#content or articles #seo

Well you should not thinking only about search engines but most importantly how people seeing it. An article using bold, underline, italics or H3, H2 tags it's a sight of what your article is about so it's natural people and search engines to use them to identifies what this article is about, on the other hand if you over use them it will not look natural and there will not be any benefit.
    The same applies to links...

Which is called UX (User Experience) and I love the fact that the new update of Google - Panda - is taking care of the UX. So basically - yes, it affects in many ways.

The internal links are really helpful for the Panda update too, because you can decrease your Bounce Rate with perfectly built links inside your blog - for example "As we [link]previously wrote[/link], ...".

Would bolding 1 word per 150 words be a good rate
There is no certain way of how an article should be written. It really depends. Make it look natural!

Yes, cross-linking pages throughout your website via means of hyperlink with alt text is a great way to improve your on-site seo and if done correctly can have a nice impact on SERP's.
