Low, Medium, High Competition Keywords - Google Keyword Tool?

I've been doing alot more keyword research lately and I wanted to find out what is the best way to look at the numbers that come up in the google keyword tool.
What is the best ranking for a keyword? Low, medium or high? Low monthly search result with high competition or Low monthly keyword search result with low competition?
Is there a way to really narrow down what exactly to look for in doing this research?
