Is it best to comment on blogs which are ranking high in Google search results i.e: top of page 1, for your keyword, or to comment on blogs with a higher Page Rank? i.e PR5.

This is honestly a difficult one to answer, I think you will get mixed responses.

I believe a PR 5+ Website will carry alot of link juice to your website; even if its not relevant to your topic or keyword, its not secrete that high PR is one of the best SEO for googles panda update.

Any Websites with PR 0-4 that’s not related to your topic or keyword will carry little link power and weight, while it will of cause be worth it (any backlink is worth it that isn't spam) but personally I wouldn't go looking for lower PR sites for the sake of a link if it isn't relevent.

If your doing link building - me personally, I would go for related blogs over high PR for the simple reason of potential traffic for my time (people clicking on my link from a constructive comment.

That's what I was thinking if you leave a good comment, there is the potential for traffic. And there is also the possibility that if a site is ranking well for a keyword it's PR trajectory maybe going upwards!

Relevance is more important that pagerank (BTW pagerank is only one of 200 ranking factors so don't bother so much)

I would prefer getting links from the sites that rank well for the target keywords. In fact I am doing this for years and I can say that it works.

Tough question because a PR2 relevant vs a PR7 non-relevant link may prove to be equal. I would start with relevant link building (of any PR) because that's just smart. Once you've done that move on to high PR (5+) non-relevant blogs. IMO any high quality website that's linking to you is going to be beneficial regardless of relevancy. Relevant VS PR links are powerful by themselves let alone together, so try not to overlook either or.

I've found the best back links for a site are high PR (3 and above) and relevant to the topic of the site you're promoting. Those get the best results. Next best are high PR sites that aren't related to the topic of your site. You should throw in a few low PR links, too, so the linking pattern looks natural to Google, but be careful to not link to auto-approve sites with hundreds (or thousands) of comments or to spammy sites, because that won't help your rankings at all. High quality, even with lower PR sites, is essential.

PR is slowely becoming less important but it certainly still is important. I would focus a little more on creating the more relevant baclinks at this point. Building a strong relationship between your desired target keywords and your site probably is a better start to get yourself rising in the rankings.

Well, if I had a choice and both had the same PR I'd definitely go for the relevant link. But if the non-relevant link is PR5 and the relevant link is PR3, I'm going with the non-relevant link every time.

That said, relevant backlinks can occasionally drive a pretty good amount of traffic themselves. But for ranking, I'm taking the higher PR link.

If it's relevant based on the SERPS, then go with that one.

I've never seen this to be true, myself.

A link is a link, IMO. Relevant links can help drive traffic, but beyond that I don't think they have a greater benefit.
