Because links that are nofollow still help. All links help.

The main advantage of web directories is in providing good rankings on search engines. Out of the many parameters that search engines use to rank your site, links to the site are most relevant. Naturally, more the links, better the ranking.

It's not that directories are nofollow. That's the least of
the problems. The problem is that 99.9999999% of directories
are junk and a complete waste of time. Anyone who still
promotes directories is living in 1997. Google, bing and
anything else that wants to call itself a search engine
has killed them off. They do not help in rankings.

Directory submission is not as effective as it was in the past. Don't bother much about submitting to them.

No follow links will make your backlinks more natural. They are often a powerful link from the point of view of generating traffic from users clicking on them, rather than it being a link that gives you link juice in the search engines. This is where quality of content comes into play to entice people to want to know more and click on your links.

Just like other methods, you can gain nothing from directories nowadays. If there's a possibility, I think it will still close to nothing. However, links are links. And links help promote site. But with directories, you have a very less chance.

When you are link building you need to have a good mix of links to make it look more natural. If you have all Do-Follow links and no No-Follow this looks strange to search engines.

You will also use links from directories to send visitors to your site.

Web directories can help you get more exposure in the search engines, and some traffic as well. They are good sources for one-way backlinks.

directory submissions are helpful up to some extent. I submit my sites to high page rank directories irrespective of no follow or do follow for link diversity.

Submitting to directories won't give your traffic, however it will somehow gives you link juice. And most probably, Directories Submission would be weed-out in future. So far I read in an article, Google is will discard backlinks from Directories. Although, at present, it is not into affect, but in future, you will see this major change (Change in Algorithm).
