Lets say anchor text like click here is given a value of 1, relative to that how valuable would the link become if you added relevant (key word) anchor text?

backlinks without proper anchor text mean absolutely zero
even if they are high PR backlinks

Google is ranking pages according to the profile of backlinks that have the anchor text for THAT KW

if I have 10,000 backlinks to the page
    My kw is Blue Toothpaste

But I dont have any backlinks with Blue Toothpaste in the Anchor Text
Google really doesnt pay much attention to the 10,000 backlinks
the question is, backlinks to what? for what kw?

the only way to tell what relevance those backlinks have to the kw entered in the search is to see how many kws on that page, have Blue Toothpaste as the anchor text, and whats the PR of THOSE kws

    make sense?
so If I have 2500 kws that have Blue Toothpaste in the anchor text.... and they are spread over high PR ....................THAT IS RELEVANT, Google will see that and say Hmmmm Blue Toothpaste? ............THIS site is very relevant to that search

course you wouldnt want that many anchor text with Blue Toothpaste, mix it Up, Blue Toothpaste pricing, Blue Toothpaste Reviews, etc etc for the relevant backlinks

I agree and disagree with what you're saying, rankings are determined by relevancy and importance* . Google can tell the relevant a page is based on a number of things, key word placement & format, use of LSI, image alt text and anchor text.

Importance is determined by backlinks. Surely though if there is no relevant anchor text a search engine would still count the link and use the onpage factors to determine to which Kws the page is relevant for.

      example:

Find Girls Clothing & Teen Fashion Clothing from dELiA*s has thousands of backlinks, none of them have the anchor text online shopping sites for teens, despite the page being ranked first for the KW
