Hey,
I'm starting an offline service in my town and i am planning to expand to other cities surrounding my area.

Should i buy for each city a domain containing the local city and the service kw or should i use that format: domain.com/state/city

For seo it will be easier to rank with the first structure and building a network of websites connected to each other, each with a map listings/citations.

the second structure however look more legit, less spammy, but will be alot harder to rank for.

what's your thoughts?

Best way would be to have everything in one domain with this structure:

    state/domain.com/city

This would be best way to transfer link juice through your site

Agreed, having one website can save you tremendous amount of time spent on seo and promotion.

exactly you should do it on one domain.
like domain.com/state/city is perfect to describe it.

What he actually means is creating Sub-Domains.

    As this - states.domain.com/city

    Hope that helps.

It depends how many sites you are talking about here?
If it's just a few, maybe go for seperate domains, but if its 50 odd, then I'd just build a different page for each one.
