SEO Question on Inner URLs! Best Practice

Hi,

Got a question in relation to best practice when you are targeting two keywords on a page - i.e they are almost identically related but differently searched terms - so want to include both in the url.

So let's use the example dog accessories and dog supplies.....maybe not best example but all I can think of right now..

so which of below 4 would be the best and most optimal for search engines/users?
mywebsite.com/dog-accessories-and-supplies
mywebsite.com/dog-accessories-supplies
mywebsite.com/dog-accessories-and-dog-supplies
mywebsite.com/dog-accessories-dog-supplies

Also 2 more questions:
is it better to have the more favored keyword closer o the slash?
and after you create a new 301 redirect how long does it tack google to pick up and when can you start link building to it? i.e do u need to wait until after indexation or can you start straight away?

    depends on the website.

    Could be seconds or months. They don't kill them all at the same time. For example if you 301 10,000 pages, then the may only do a few hundred per day.
