I need to beat a site which is getting backlinks with this technique.

Is he using High PR Blog network like BMR???
Or what else is this?

    PR of the home pages are ranging from 1 to 3.
    Does any one use this technique to get links?
    BTW i use majestic seo to find out these backlinks of my competitor.
