Off page seo can be backlinks.
A backlink is when a link from another website point to your website.
The anchor text (link text) need to match the keyword(s) your trying to rank for.

Off page SEO is MOSTLY referring to backlinks. Some exceptions include facebook likes or google + votes. Basically, anything that is not on YOUR website, but helps build the authority or rankings of your site, is considered off page seo.

Your exactly correct, it is a common drummer boy play, they send in a question bot, what is seo, what is ppc, please tell me ppc works or what ever version of a stupid question then usually within minutes you see reply bots also with low or matching post counts come in. The forum is littered with them and you can only report so many in a day. I think drummer boy posts are published here so that hand that feeds gets bitten I suppose.
