Is It Possible to Target Multiple Cities Anymore Because of Google Places?

Im hoping someone can help me out here. I have a buddy who owns a business that serves almost an entire state. He wants me to do SEO work for him. My question is, i can essentially only create 1 Google Places listing for where his office his. But since what he does travels all across the state, how can i target other cities in the state and have a chance since i cant have a GP listing in each major city he services?

Is this a battle i have no chance of winning? So example if his main office is in Miami, i can create his gp listing for profession+miami. But now he also does work in Orlando, Tampa Bay, Tallahassee, etc will it even be possible to rank for those or is GP listings always going to rain supreme?

    Yes, it's possible to out rank Google Places listings.

    Do a search for window cleaners. I see 2 organic listings at the top, above Google Places. I've seen plenty others.

    Google Places also allows multiple listings for satellite offices. I think as long as there is a physical address, you can submit more than one.

    Unfortunately he only has one actual office, but the work he does he travels all over the state.

    Any ideas on how to get the organic listings above GP? Some of the cities i would be targeting have nothing for competition but ive done some stuff and cant seem to jump the GP listings.
