Inside your silos?

Often I want to Silo a Kw, which has very high number of searches 20k+ but when I go to google kw tool there is really not that much there its just twisted around versions of the kw phrase, nothing that would really make a good article inside the silo without seeming like its just repeat of other article

Lets say I go to google kw tool and all that shows up

you get the picture
phrases that are not really different enough to make articles for without seeming like its repeating

Can you just make up terms?

I know that seems absurd but just thinking out loud

    Secondly 20+ searches is big number if they are exact numbers of searches and getting those keywords which will give 20+ traffic required high professional SEO approach...
