What numbers should I look at to know if it is a good keyword?

I am so confused. Can someone help? I have been getting conflicting information.
Should I look at "Page Results" (top of google) to decide if a keyword is good to target for a new niche site?
For example page results =1,428,000 is bad, vs 200,000 is good?
I was told that, for low competition, look for page results <100,000 is good but then I have heard as high as 250,000 or less. Which is it?
Can someone please help me out?
