Which to target to beat first? Page Rank and Backlinks

Hi,

If I'm doing my competitors PR and backlinks research, which should I target beating first?
a) PR0 with 1400 links
b) PR2 with 239 links
c) PR2 with 1400 links

Confused at the moment and I appreciate your assistance.

    Um... The guy in slot #1?

    PR is not a huge factor and can be outranked.

    Crappy backlinks are cheap. Buy some if it makes you feel better.

    GOOD backlinks are expensive(time and/or money). If you're focused on SERPs, they are your goal.

    If you create backlinks, high quality backlinks, I see no reason why your PR will not increase.
    I have 25 links to my website and its PR2, though it doesnt rank well in SERP'S.
    Just build some solid backlinks with ur keywords, PR will take care of itself.

    PR can be faked as well.

    PS: I dont want any SEO guy/company to hit me up on PM or via mail saying they can help me with SEO and get my keywords on top of SERP'S. I also do SEO but I am too lazy /busy to do it on my own site
